DAVID WANG, PHD, PE

Principal

Professional Engineer: DE, DC, MD, VA

 

David is a Professional Engineer with 42 years of experience. His expertise lies in the analysis, design, inspection, and rehabilitation of new and existing structures including pedestrian bridges, underground structures, buildings, conduit manholes/vaults, storm drain structures, retaining walls, and excavation systems to protect existing structures. He is also experienced in bridge inspection, hydraulic/hydrologic facility design, and water and sewer connections. David previously served as the President of another regional engineering firm for 19 years. He holds both a doctor’s and master’s degree in structural engineering as well as a bachelor’s degree in civil engineering.

ANEESHA GRIFFIN, PE, PTOE

Professional Engineer: DC, MD, VA

Professional Traffic Operations Engineer

Aneesha is a Professional Engineer and Professional Traffic Operations Engineer with 16 years of experience. Throughout her career, Aneesha has managed projects for transportation clients such as the Maryland State Highway Administration, Maryland Transportation Authority, and the Maryland Transit Administration as well as local cities and counties throughout Maryland. Her traffic design experience includes traffic signals, roadway and pedestrian lighting, signing and pavement marking, ITS, and temporary traffic control designs. Aneesha was also the principal author of the Maryland State Highway Administration’s “Work Zone Analysis Guidelines.” She holds both a master’s degree in civil engineering project management and a bachelor’s degree in civil engineering. She is also a member of the American Society of Civil Engineers (ASCE) and serves as the SBE Committee Chair for the local chapter of the American Council of Engineering Companies.

ROY WANG, PE, PTOE

Professional Traffic Operations Engineer

Roy is a Professional Engineer and Professional Traffic Operations Engineer with 12 years of experience. Roy has successfully managed numerous traffic engineering projects for state and local departments of transportation and municipalities throughout Maryland, Delaware, the District of Columbia, and Pennsylvania. His design experience includes performing signing and pavement marking, signal, lighting, and maintenance of traffic design, while his experience in traffic related analysis includes performing lighting photometric analyses, traffic modeling and simulation, traffic signal timing optimization, and traffic operations and safety analysis. In addition to his capabilities behind the desk, Roy’s work experience includes performing various field studies, including spot speed studies, queue studies, saturation flow rate studies and traffic data collection studies. Roy holds both a master’s and bachelor’s degree in civil engineering. He is a member of professional organizations such as the ASCE and the Institute of Transportation Engineers (ITE).

DUSTIN SCHILPP, PE

Vice President

Professional Engineer: DE, MD, VA Professional Structural Engineer

Dustin is a Professional Engineer with 15 years of experience who serves as the Vice President of the firm’s Structural, Utility and Construction Inspection departments. In this role, he oversees the firm’s design and inspection efforts in each discipline and is also responsible for coordinating the placement of onsite personnel. Dustin is well-respected and known in the local structural community as an excellent Team Leader and Project Manager. He has managed design and inspection contracts for agencies such as the Maryland State Highway Administration, Maryland Transportation Authority, and Maryland Transit Administration, as well as numerous local cities and counties. These contracts have included complex bridges, movable bridges, bridges over electrified rail and railroad tracks, tunnels, ancillary structures and parking garages. Dustin has also assisted in helping cities such as Falls Church, VA establish brand new inspection programs and has managed bridge inspection assignments for federal clients such as the US Army Corps of Engineers. He holds a bachelor’s degree in civil engineering. He is a member of professional organizations such as the ASCE and the Maryland Association of Engineers.

NESTOR CARDONA, PE

Senior Project Manager

Professional Engineer:  MD, VA

Nestor is a Professional Engineer with more than 32 years of experience. He specializes in the inspection, rating, rehabilitation, and design of a wide variety of structures. Throughout his career, he has designed and inspected steel, concrete, and timber bridges, culverts, retaining structures, noise abatement walls, waterfront structures, environmental structures, storm drain structures, electric utility vaults, parking structures, and various buildings. Nestor is a member of the ASCE, American Concrete Institute, and the Concrete Reinforcing Steel Institute. Nestor holds a bachelor of science degree in civil engineering.

THOMAS MCKELVEY, PE

Senior Utility Engineer

Professional Engineer: PA

Thomas is a Professional Engineer with more than 43 years of experience in utility engineering including the relocation and/or design of water mains, sewer mains, conduits, duct banks, pumping stations, and treatment plants. This includes all project phases from planning through construction management and maintenance. In addition to his experience with local Departments of Transportation, cities, and counties, Thomas has also completed projects for federal agencies such as the US Navy and US Army Corps of Engineers. He holds a bachelor of science degree in environmental engineering and is a member of professional organizations such as the ASCE, American Water Works Association, Water Environment Federation, and the National Society for Professional Engineers.

JAMIE CAMPBELL

Marketing Manager

Jamie is a marketing professional with 22 years of experience, including 14 years of experience in the architectural/engineering industry. He has successfully led the preparation of multi-million dollar proposals for federal, transportation, state and local government, and private clients and has worked with discipline leaders to create marketing and business plans and to help grow and develop their practices. In his role with the firm, Jamie helps to identify new opportunities, foster teaming relationships, and prepare proposal materials. Prior to joining CST, Jamie served as the Marketing Director for a mid-size firm with 300+ employees. Jamie holds a bachelor’s degree in English.
